As of January 31, 2008, American Continental Properties (ACP) intends to pursue retail development for the southern 2/3 rd’s of 166 Amsterdam. ACP does not intend to purse residential development at this time.

As of summer 2007, demolition has been completed and the site is now prepped for construction.

American Continental Properties (ACP) is researching what they can build on the southern 2/3rd of 166 Amsterdam (Lots 133 and 134), the site which they control. The site is as-of-right, which means that a 45-story tower can be built. The northern 1/3 of 166 Amsterdam is the future home of the Lincoln Square Synagogue, proposed to be a 5-story building, adjacent to the West End Synagogue, which remains.

Lot 12 was the former ACP building and the northern 1/3 will go to the Synagogue. Lots 133 and 134 belongs to ACP. Lot 12 is between 67 and 69 Streets and 134 is between 69 and 70 streets, both on the west side of Amsterdam.

The Kaufman Center applied to the Board of Standard and Appeals (Application #127-06-BZ) for a minor waiver of floor area and rear yard requirements to allow the proposed enlargement of the center. The architect is Robert A. M. Stern. The following includes the project details:

• Restoration of the Kaufman Center’s façade, including the addition of beautiful new glass surfacing materials

• Redesign of the main entrance, creating a more inviting and efficient facility

• Expanded space for music classes, receptions, special events and theater workshops. These spaces include two new classrooms and a flexible educational/event space on the balcony level

• A fully ADA-accessible concert space including renovated restrooms and entryways and ADA-accessible artist’s spaces backstage

• Enhanced audio-visual capabilities in Merkin Concert Hall, including updated listening systems for hearing impaired concert-goers and students

• Redesign of Merkin Concert Hall’s lobby to make it more attractive, welcoming and functional for pre and post-performance activities

• Expansion of lobby space to better serve the two schools

• Replacement of finishes and restoration and reupholstering of the seating in Merkin Concert Hall

• Structural and mechanical improvements, including the installation of a new heating, ventilation and air conditioning system

At the May 2, 2006 meeting of Community Board 7, the Full Board voted to approves the application to the Department of City Planning by the Bel Canto Condominium to allow installation of glass wall, new tables and chairs, paintings, and improved signage in an existing covered plaza. CB7 also urged the Bel Canto to distribute the proposed planters throughout the public space and to make sure that access to the seating area is more flexible.

Ollie’s Noodle Shop and Grille is the first floor commercial tenant in this space.

Council Member Brewer received calls during 2006 with regard to encroachment on the public space, but City Planning Department staff researched the concern and concluded that the restaurant was living up to the agreement regarding the planters and access to seating areas.

The Hudson Waterfront Associates, L.P. (HWA) has signaled their intention to apply for a Temporary Certificate of Occupancy (TCO) for 100 Riverside Boulevard (Building H). Prior to the issuance of a TCO, more than 50% (2,508 units) of the market rate units, 40% (273 units) of the total required affordable housing units (684 units) must be completed. This obligation has been satisfied, as there are currently 395 affordable units.

Road work on 62 Street and 64 Street extending into the Riverside South Development is underway.

Riverside South is 56-acre containing 16 residential buildings with 5,700 residential units, and a 23-acre public waterfront park. The Penn Yards was rezoned in 1992 to allow for residential development. Donald Trump was the developer. In June of 1994 Hudson Waterfront Associates purchased Trump’s $315 million defaulted mortgage on the site for a little under $89 million. In 2005, Hudson Waterfront sold most of the Riverside South site to the Extell Development Company/Carlyle Group. All of the obligations in the 1992 Restrictive Declaration transfer to the current owners. The Restrictive Declaration mandated that 12% of the total number of approved units must be affordable.

The southern end of the site, 59-61 Street must be rezoned and undergo a new ULURP. It was omitted from the zoning of Riverside South in 1992. It was in the area that Donald Trump had slated for television studios. However, the Borough President of Queens was concerned that such development would have a negative impact on the Silvercup Studios in Queens and so that part of Riverside South remained unzoned.

According to the Senior Vice President of Extell, Donna Gargano,

Parcels L M & N were rezoned by the Planning Commission to C4-7, high density commercial/residential zoning and this underlying zoning was upheld by the City Council. The Restrictive Declaration approved by the Planning Commission limited Parcel N to studio use. The Council modified the Restrictive Declaration to prohibit any studio use on Parcel N and to further require that any other proposed use for this Parcel must go through a new ULURP.

West Side Highway Box (Between West 59 and West 72 Streets)

State and city officials have begun construction on a roadway box between West 59th and 72nd Streets that could replace the West Side Highway viaduct. Essentially, the highway would be routed through a box that would be constructed in the following manner. Between West 65th and West 67th Streets, the existing berm will be excavated to make room for a southbound tunnel, after which a park will be built on top. The northbound tunnel will be built in the future. Between West 61st and West 65th Streets, a concrete box will be built on the existing ground to create northbound and southbound roadways, then covered with land. Riverside Boulevard and the park will be built on top.

There are concerns about where the funding for the construction of the box is coming from. Additionally, the viaduct is young (less than 15 years old), so the box would not be necessary for another 10-15 years.

Makor, operated by the 92 Street Y, was put up for sale on May 18, 2006. It has 9,000-10,000 square feet of available space along with air rights. The real estate firm CB Richard Ellis (CBRE) handled the sale.

On June 6, a number of individuals on the West 67 Street Committee met with Timothy Sheehan and Ned Midgley of CBRE, and Greg Brooks of the 92nd Street Y, to voice their concerns about the sale of this site. At this meeting, Sheehan, Midgley and Brooks stressed that they are hoping to sell the building to a foundation or other non-profit institution, which will bring little disruption to the neighborhood.

On Wednesday, October 11, 2006, the CUNY Honors College announced plans to purchase the property at 35 West 67 Street, which housed the Makor and the Daytime in the Steinhardt building. The Honors College will include state of the art classroom space, a lecture room, seminar and meeting rooms, administrative offices, and a dining hall. According to CUNY, “Bill Macaulay’s extraordinarily generous gift will make possible a permanent home for the William E. Macaulay Honors College (MHC) , in a neighborhood that includes some of our city’s most prominent arts and cultural institutions such as Lincoln Center and the nearby Museum of Natural History and the New York Historical Society.” The College moved into their new space during September 2007.
